Ingredients
  

For the beef filling

  • 1 lb ground beef or thinly sliced flank steak
  • 2 tablespoons sesame oil or neutral oil
  • 3 cloves garlic, minced
  • 1 tablespoon fresh ginger, grated
  • 2 tablespoons soy sauce
  • 1 tablespoon oyster sauce
  • 1 tablespoon brown sugar or honey
  • 1–2 teaspoons chili flakes or Thai chili paste (optional) for spice
  • 1 cup fresh Thai basil leaves

For the rolls

  • 12 pieces rice paper wrappers (for spring-roll style) or 8 flour tortillas (for larger wraps)
  • 1 large carrot, julienned
  • 1/2 cup shredded lettuce or cabbage

For the dipping sauce

  • 3 tablespoons soy sauce
  • 1 tablespoon rice vinegar
  • 1 teaspoon sesame oil
  • 1 teaspoon honey
  • 1 teaspoon chili flakes

Instructions
 

Preparation

  • Heat the oil in a large skillet or wok over medium-high heat.
  • Add the minced garlic and grated ginger to the pan. Cook for about 30 seconds until fragrant.
  • Add the ground beef (or flank steak) and cook, breaking it apart, until it is browned.
  • Stir in the soy sauce, oyster sauce, brown sugar (or honey), and chili flakes if you want some spice. Let it simmer for 2–3 minutes to meld the flavors together.
  • Remove from heat and stir in the fresh Thai basil. Let it cool slightly.
  • Julienne the carrot and cucumber, slice the bell pepper, and shred the lettuce or cabbage. Arrange these veggies for easy assembly.

Assembly

  • If using rice paper wrappers, dip each one briefly in warm water until just pliable. Lay it on a clean surface. If using tortillas, warm them in a dry skillet until flexible.
  • Add a spoonful of the beef mixture to the lower third of the wrapper. Top it with your preferred veggies.
  • Fold the sides inward, then roll it tightly from the bottom. Repeat with the remaining wrappers.

Dipping Sauce

  • For the dipping sauce, whisk together soy sauce, rice vinegar, sesame oil, honey, and chili flakes.

Serving

  • Arrange the rolls on a platter and serve with the dipping sauce.

Notes

If you have leftovers, store them in an airtight container in the refrigerator for up to two days. For rice paper rolls, it’s best to eat them fresh as they can become soggy over time. If you use tortillas, they may hold up better. Reheat rolls quickly in a skillet if desired. Ensure the oil is hot before adding garlic and ginger for the best flavor. Feel free to switch out the vegetables based on what you have at home.
